A

Even though the financial damage was 1,2 billion, the loss of life (173)outweighs this and the environmental damage.

Many people were very vulnerable even before the wildfire happened.

Can argue causes are more human-induced, no haz warning systems, eucalyptus is a commercial crop and depopulation due to lack of investment.
