- immigrants formed Alliance Quebec to challenge bill 101
- alliance quebec wasn’t successful, people left

- minority of quebekers wanted full independence in fear
- levesque proposed sovereignty association
- vote non or oui, non won 60%

- Canada’s constitution was still a british act and was considering to make it their own
- trudeau attempted to have the provincial premiers agree on the new constitution, the second time was successful

- changes were:
1. Power to change constitution from Britain to Canadian
2. Changes made if all of Canada agreed
3. Charter of rights and freedoms added

- on behalf of ethbic groups, Bi and Bi Comission recommended that
- all Canadians are equal
- persuade canadian institutions to promote culture diversity
- trudeau accepted

A
After changes in 1967, more immigrants came from Asia and Africa
The 3 changes were:
- attract people who would promote canada’s domestic and international needs (independent class)
- reunite families (family class)
- accept DPs for humanitarian reasons (refugee class)
