Information Services at a FIC

FSS working at a FIC….

A

As a VFR aircraft progresses in its flight, the pilot may contact an FIC on a standard frequency to recieve weather updates, file position reports, or make changes to their VFR flight plan.

Any pilot, regardless of the type of flight (IFR or VFR), may contact an FIC to obtain service. However, they only need to contact an FIC if they need information or to commnicate important information to ATS

Information Service at a Flight Service Station

FSS working at a flight service station…..

A

In some cases, FSS at certain airports also provide advisory information to one or more remote airports through a radio frequency called a remote communications outlet (RCO)

eg. a FSS who works at Charlottetown not only provide airport advisory service to traffic at charlottetown airport, but also to traffic operating at sydney airport, which is 225 km away. This type of service is called remote aerodrome advisory service (RAAS)

Unlike at control towers where two positions (ground and tower) operate simultaneously, a single FSS position works all the traffic at most flight service stations

Apron Advisory

A

APRON ADVISORY IS NOT PROVIDED BY NAV CANADA**

If apron advisory service is available, the pilot must contact it once the aircraft is ready to move from its current location on the apron

Apron Advisory will
- Provide the pilot with information or instructions to ensure that any movement of the aircraft on the apron is conducted safely
- route the aircraft from its current location on the apron to a taxiway and then transfer the pilot to the appropriate ground controller frequency prior to the aircraft entering the taxiway

Clearance Delivery

A

at larger airports that have both apron advisory service and clearance delivery, the pilot decides which of these to contact first, depending on the situation.
It is important to remember that an aircraft cannot tax off an apron without first receiving authorization from a ground controller
Once it is finished with clearance delvivery, the aircraft will be instructed to change to the ground control frequency or the apron advisory frequency, if one is established for the airport

Ground Controllers…

A

Once the ground controller has received the pilot’s flight intentions, created an FDE, and provided the pilot with the pertinent airport information, the controller will issue a taxi authorization to have the aircraft move from the apron to the runway used for departure

Once the aircraft arrives at the hold line, the ground controller will instruct the pilot to change to the tower control frequency

Tower Controller

Tower controllers are respondible for the control of all aircraft landing and taking off, all VFR traffic within the control zone, and IFR aircraft for which they have responsibility. Tower controllers are sometimes responsibile for IFR aircraft in the control zone, depending on the situation

Tower controllers working departures issue take-off clearances.
Once the aircraft takes off and exits the control zone, the tower controller may or may not instruct it to change to an ACC controller’s frequency, depending on circumstances. If the aircraft is not instructed to change to the ACC controller’s frequency, the pilot may choose to remain on the tower controller’s frequency, change to the ACC controller’s frequency, or change to any other frequency they believe is best for their purposes

Tower controllers working arrivals issue landing clearances, Once the aircraft lands, the tower controller instructs the pilot to change to the ground controller’s frequency and issues a tax authorization to the apron requested by the pilot

A

The procedures for changing frequency for VFR aircraft are similar to the procedures for IFR aircraft:
- if their altitude warrants, VFR departures leaving the terminal airspace are instructed to change to an enroute controllers freuency
- VFR arrivals landing at an airport are instructed to change to a tower controller’s frequency

Enroute controllers…

A

Just like the case of terminal controllers, the main role of enroute controllers is to separate:
- IFR aircraft from IFR aircraft
- IFR aircraft from some types of VFR aircraft
- VFR aircraft from VFR aircraft, workload permitting

In addition, enroute controllers:
-issue various clearances and instructions
-provide arrival information
-pass traffic
-provide weather information
-issue updated information as it is recieved
-coordinate with the other enroute controllers as well as terminal and tower controllers
-provide alerting services

IFR Departures when there is no terminal services at an airport

A

If there is no terminal service at an airport, the aircraft is handed off to an ENROUTE controller, instead of DEPARTURE
