Because you are paying more than 40 million dollars and people will lie to get money from the war bond.

It would lower the load on government and help make sure we had money appropriated.

literal or strict. If it doesn’t say in the constitution, you can’t do it.

They take their disagreements to Washington. Washington sides with Hamilton. So, congress authorize the first bank of united states. 20 years later Jefferson says no bank.
