What procedure provides direction on how to make emergency classification calls?

What are the four classifications of emergencies?

Per EI-1, Emergency Classification and Actions, they are:

  1. Unusual Event
  2. Alert
  3. Site Area Emergency
  4. General Emergency

What are the Initiating Conditions/symptoms of categories for the emergency classifications?

Per EI-1, Emergency Classification and Actions, there are six Initiating Conditions /symptoms. They are:

  1. A - Abnormal Rad Levels / Radiological Effluent
  2. C - Cold Shutdown / Refueling System Malfunction
  3.  E - Independent Spent Fuel Storage Installation (ISFSI)
  4. H - Hazards
  5. F - Fission Product Barrier Degradation
  6. S - System Malfunction

How is the process of classifiy emergency events performed?

Per EI-1, Emergency Classification and Actions, step 6.1.b perform the following:

1. Determine the Category in which the Initiating Condition/symptoms best fit ( A, C, E, F, H, S).

2. Move from left (highest Emergency Action Level) to right (lowest EAL) within category.

3. Use Basis Document as necessary for clarification.

What is the Emergency Action Level of Unusual Event?

EI-1, Emergency Classification and Actions, an Unusual Event is:

Events are in process or have occurred which indicate a potential degradation of the level of safety of the plant

OR

indicate a security threat to facility protection has been initiated.

No releases of radioactive material requiring offsite response or monitoring are expected unless further degradation of safety systems occurs.

What is the Emergency Action Level of Alert?

Per EI-1, Emergency Classification and Actions, an Alert is:

Events are in process or have occurred which involve an actual or potential substantial degradation of the level of safety of the plant

OR 

a security event that involves probable life threatening risk to site personnel or damage to site equipment because of HOSTILE ACTION.

Any releases are expected to be limited to small fractions of the EPA Protective Action Guideline exposure levels.

What is the EAL of Site Area Emergency?

Per EI-1, Emergency Classification and Actions, a Site Area Emergency is:

Events are in process or have occurred which involve an actual or likely major failures of plant functions needed for protection of the public

OR

HOSTILE ACTION that results in intentional damage or malicious acts; (1) toward site personnel or equipment that could lead to the likely failure of or; (2) that prevent effective access to equipment needed for the protection of the public. 

Any releases are not expected to result in exposure levels which exceed EPA Protective Action Guideline exposure levels beyond the site boundary.

What is the EAL classification of General Emergency?

Per EI-1, Emergency Classification and Actions, a General Emergency is:

Events are in process or have occurred which involve actual or imminent substantial core degradation or melting with potential for loss of containment integrity

OR

HOSTILE ACTION that results in a actual loss of physical control of the faciltiy.

Releases can be reasonably expected to exceed EPA Protective Action Guideline exposure levels offsite for more that the immediate site area.

How are E-Plan actions/notifications categorized and under what time frame should they be performed?

Per EI-1, Emergency Classification and Actions, actions may be categorized as either:

1. Mandatory Actions (M) - Actions that shall be performed within one hour of the declaration of the emergency.

2. Subsequent Actions (S) - Actions that should be performed in an expeditious manner as conditions, time and personnel permit.

3. If Needed Actions (I) - Actions that are not required in every case, but may be needed?

How are required Emergency Action Level actions/notifications tracked as completed?

Per EI-1, Emergency Classification and Actions, utilize Attachment 1, "Emergency Actions/Notification," by initialing within the attachment when the action is completed.

What are the Mandatory actions/notifications during an Unusual Event?

Per EI-1, Emergency Classification and Actions, Mandatory Actions require completion within 1-hour. For the Unusual Event, they are:

  1. Announce Emergency on PA
  2. Activate ERO Notification System
  3. Within 15 minutes of declaration, Notify Van Buren County.
  4. Within 15 minutes of declaration, Notify State of Michigan
  5. Within 1 hour of declaration, Notify NRC. Must keep line open if requested.

Completed forms to licensing within 24-hours.

What are the Mandatory actions/notifications during an Alert Event?

Per EI-1, Emergency Classification and Actions, Mandatory Actions require completion within 1-hour. For the Alert Event, they are:

  1. Announce Emergency on PA
  2. Sound Emergency Siren
  3. Activate ERO Notification System
  4. Within 15 minutes of declaration, Notify Van Buren County. Must have 30-minute updates.
  5. Within 15 minutes of declaration, Notify State of Michigan. Must have 30-minute updates.
  6. Within 1 hour of declaration, Notify NRC
  7. Perform Personnel Accountability - Notify Security. Must keep line open if requested.
  8. Ensure ERDS is activated.
  9. Initiate Onsite Monitoring/Habitability

Per EI-1, Emergency Classification and Actions, Mandatory Actions require completion within 1-hour. For the Site Area Emergency Event, they are:

  1. Announce Emergency on PA
  2. Sound Emergency Siren
