Relationship between Reagan and Gorbachev

  • From 1981-1983, the Regan administration held the Soviet Union was a threat to US security in two ways – Soviet expansionism and interventionism threatened world peace and their military strength and build-up. US policy was highly confrontational in this period.

From 1984-1985, the president no longer argued that expansionism and military build-up were the primary threats to US security and instead focused on the threat of war, without placing any blame.

“We’re ready, willing, and able to meet with the Soviet leadership”, Reagan declared. “I am willing to meet and talk anytime.”
