High temperatures even only at ceiling level or crackling sound heard w/i apartment or a fiery glow seen through the smoke all justify calling for a line.

Primary method is cutting with a SAW.
Cutting floor with an AXE in OLT - cut ?
Cut floor with axe at 60 degree angle and on a bias.
