What does 33 CFR 165.1109 say about LA/ LB deep water pilot areas?
No vessel may enter the POA unless entering or departing LA or LB main channels. Vessels shall pass directly through without stopping or loitering unless stopping is for taking on a pilot. Minimum vessel separation is ¼ mile. Speed limit in the precautionary area is 12kts or less

How do you decide the size of escort tug needed for laden tanker and when must they meet when inbound from sea?
Refer to the tanker force selection matrix in the Mariners Guide. All Laden tankers shall have escort tugs tethered within 2.0NM of the federal breakwater. Zone 2: 3.5 NM from LB Breakwater, escort tugs required for all laden tankers with a static deep draft greater than 16.5 meter. Zone 3: 4 NM from LA breakwater, escorts tugs required for all laden tankers with static deep draft greater than 14.0 meters.
List considerations for minimum under keel clearance
Vessels mean draft, Vessel List and trim characteristics, intended speed along route, squat characteristics, tide and current conditions, past weather impact on water depth, controlling depth of channel, traffic in the area.

Max tidal range is approximately 9ft. The tidal currents follow the axis of the channels and rarely exceed 1kt

Zone 3: 4 NM from LA breakwater, escorts tugs required for all laden tankers with static deep draft greater than 14.0 meters.
UKC for transiting outer harbor
Shifts via the outer harbor between Los Angeles and Long Beach, minimal UKC is 3.0ft. Tank vessel masters should be guided by the UKC regulations for tank vessels contained in 33 CFR 157.455
