Measured from the end of the clear zone to the obstacle in the Approach Zone that drives the steepest GSR. If necessary, determine GSR based on obstacles only in the Controlling Region. In these cases, the survey must clearly state the GSR does not account for obstacles in the Reportable Region of the Approach Zone. When obstacles in the Reportable Region are excluded from GSR calculations, aircraft must remain within the lateral bounds of the Controlling Region during approach to the LZ
