What does just cause mean?

The reason is justified .

What does legitimate authority mean?

The person declaring the war must be in the position to do so.

The re-establish peace

All methods of peace must of been tried first.

The damaged caused by going to war, should not way the damage caused by not going.

Only go to war when the intention of the war is achievable.
