Policy is a rule or course of action that indicates how the goals or objectives of the plan should be realized; should include principles, agreements, laws, regulations, and resolutions

Describe the difference between criteria, measures, and programs

A

Criteria are measurable dimensions of objectives used to compare how closely different proposed policy alternatives will come to meeting the goals of solving the program.

Measures are the actual criteria measurements taken of each proposed policy alternative, ex. # of jobs created.

Programs are a series of related, mission oriented activities aimed at carrying out a particular goal or policy. Should include initiatives, projects, milestones, costs and responsibilities.
