Shotspotter Response Technology LVMPD Policy 3.310

A

Officers WILL respond to Shotspotter incidents in a tactical manner utilizing the information provided via MDT, Shotspotter application, and Fusion Watch.
Responding ofcrs WILL treat Shotspotter incidents as “crimes in progress” and respond in a safe and strategic manner with the following TACTICAL considerations:

  1. whether a code 3 response will alert the suspects in the area
  2. The use of multiple officers to address the potential threat. Ofcrs SHOULD not assume the suspect has departed the area based on the Shotspotter alert.
  3. The safest approach to the target location
  4. The use of Air Unit to assist in searching for the suspects and establishing a perimeter
  5. The potential for multiple shooters or the use of high-capacity weapons, which may be indicated in the Shot spotter alert
  6. The use of a perimeter for subsequent responding ofcrs
  7. The use of a perimeter and containment to de-escalate the situation
  8. Add’l resources that may be needed for the incident
  9. Rifle deployment WILL be determined by Dept Policy

Patrol Supervisor WILL…

A
  1. ACknowledge & self-dispatch to the call as a STAR de-escalation protocol. If unavailable to respond, will ensure Comms requests a Sgt or LT from another area command to respond.
  2. Ensure proper tactics for response and proper supervision of the Shotspotter event. Rifle deployment will be determined by LVMPD 8.188 Auth Firearms Assoc Equipment and Required Training
  3. Ensure the deployment of personnel and resources matches the type of event initiated by Shot spotter
  4. Notify the on-duty watch commander when warranted
  5. Notify appropriate area command detectives and sups when warranted
  6. Ensure a CIU notification and an ICR are completed for ALL Shot Spotter events in which a CRIME IS CONFIRMED to have been committed including all pertinent info and any recommendations for the follow up.

PATROL OFFICER WILL

  1. Respond to the Shotspotter event
    *2. Consider circumstances-establish a mtg location with other arriving ofcrs and Sup
  2. Upon arrival create a plan for for approaching potential shooting location
  3. Attempt to locate - cover or concealment, as well as containment positions
  4. Use contact / cover method to make contact with subject
  5. Notify Comms of vital info related to shooting including clearing the code red when scene is safe
  6. Request medical assistance if needed8. Secure the scene & preserve evidence
    a. Photograph the scene and location of cartridge casings prior to recovery LVMPD 7.310 impounding evidence & property
    b. Impound recovered cartridge cases separately from any other evidence
    c. Ensure “Shotspotter” is included in the remarks of the P1 report
    d. Write a red “S” on the top of evidence envelope to indicate “Shotspotter”
    *Update CAD with outcome i.e. 6 casings located 20 feet from address provided, or specify if no evidence found. However is a GSW victim is located update to a 415a.
    Prior to clearing the event Ofcrs will e-mail FW or notify FW over the air with an update for the following:
    A. Misclassified - fireworks or car backfire
    B. Any mislocated Shotspotter (scene found at a different location; update address)
    C. Any missed Shot spotter notification. Ofcr finds shooting occurred but no Shot spotter notification is received.
