A
It was the record of a great survey of England.

A
So that he knew how much everyone had so he could tax them according to how wealthy they were.

How did his men make sure that no one was lying?
A
They made the people swear to God, a promise they would never dare to break. They also held the survey twice, and if someone gave two different results they would know that they weren’t telling the truth.
