It is the sale supply, holding procurement or exporting medicines to a person who receives it to either sell it or administer it as part of business

No it is a grey area
What defines when we need the WDA(H)
It looks more on intent if we need to supply 6 packs of medication to meet a health need then we dont need a WDA(H) but if we are selling it then we do need it.
