unless access to justice act s55:
-that CoA would raise an important point on principle of practice?
-CoA can onlt grant 2nd appeals
-act allows single judge to hear smaller cases
-prev decision of CoA made thru lack of facts
-2 decisions of CoA conflict with each other
-Earlier CoA decision conflicts with SC or HoL decision
-proposition of law was assumed to exist by earlier court + was not submitted for argument
