Rule 1
APPLICATION
(A) Applies to all vessels on the seas and in waterways connected by navigable waters.
(B) Nothing in these rules shall interfere with the operation of special rules by an appropriate authority, special rules shall fit as close as possible to these rules.
(C) These rules shall not interfere with any special rules set by any states government regarding additional lights, signals or shapes for military ships, vessels in convoy or fishing fleets. These additional signals should conform as closely as possible to these rules.
(D) TSS may be adopted by the Organization for the purpose of these Rules.
(E) Flag states may allow exemptions to vessels unable to conform to the regulations but shall determine the closest possible compliance.
Rule 2
RESPONSIBILITY
(A) Nothing in these rules shall excuse any vessel, owner, master, or crew from neglecting safe practices
(B) when using these rules consider all navigation risks and collision risks as well special situations and vessel limitations that may require deviation from the rules to prevent immediate danger.

Every description of water craft capable of being used for transportation on water.

(d) Define a vessel engaged in fishing.
The term “vessel engaged in fishing” means any vessel fishing with nets, lines, trawls or other fishing apparatus which restrict manoeuvrability, but does not include a vessel fishing with trolling lines or other fishing apparatus which do not restrict manoeuvrability.

“vessel not under command” describes a vessel that, due to exceptional circumstances, cannot comply by these Rules and thus cannot avoid other vessels.

A vessel which due to the nature of her work is restricted to her ability manoeuvre, could include but not limited to - Cable laying, underwater ops, mine clearance, replenishing stores underway, launching/receiving aircraft, towing where the tow severely affects her ability to deviate from her course.

The term vessel constrained by her draft means a PDV that is limited to her draft in relation to the available depth.

Condition where visibility is limited by fog, mist, falling snow, heavy rain storms, sand storms or other similar causes.
