how could it be argued that referendums undermine sovereignty?

A
  • degree of entrenchment, changes endorsed by the people cannot be removed without a poplar vote
  • the popular vote takes precedent over the ideas of representatives
  • undermines the idea that no parliament can bind its successor, the public sees it as parliaments duty to deliver upon a referendum result - consecutive governements have been centralised around the issue of brexit

how might it be argued that referendums dont undermine parliamentary sovereignty?

  • crutially they are only used on constitutional issues - outside of these issues parliament remains sovereign
  • an act of parliament is required to hold a referendum
  • the government can respond differently e.g north east devolution
