A PERSON who establishes or maintains a personal or other relationship with ANOTHER PERSON for the covert purpose of:

Covertly using a relationship to obtain info or provide access to info for another

Covertly discloses info obtained because of the relationship

Does NOT need a separate intrusive or directed surveilence authority. Provided only used in presence of CHIS.

What is authorising officer?

At least the rank of ACC, should have passed the authorising officers course.
Advanced operatives is ACC with prior notification to OSC.
Deployments over 12 months are CC with prior notification and approval of OSC.

Intrusive surveillance

Sec 26(3) ANYTHING taking place on ANY RESIDENTIAL PREMISES or PRIVATE VEHICLE presence of a person or surveillance device
