Why did the Gemara question עד ולא עד בכלל and not עד ועד בכלל?

It was just mentioned that Rabbi Yehuda said עד ועד בכלל. Whenever something in the Gemara doesn’t make sense the Gemara questions the older statement.

Why is the Gemara questioning that it is עד ועד בכלל פלג המנחה?

Because Rabbi Yehuda can’t be saying עד ולא עד בכלל sometimes and עד ועד בכלל other times.

Why can’t it be up to and including the second half of פלג המנחה.

Then Rabbi Yehuda and the Tana Kama would be saying the same thing.
