A

Chemical hazards - these may be inhaled, absorbed or ingested. Can include acids, bases, poison gas, solvents etc and any contaminated materials.

Physical hazards - can include armed and/or drug affected suspects, explosives, booby traps, unsafe buildings, slip/trip/fall hazards and stress.

1 - Remove persons from the address
2 - Isolate the site and maintain a safety perimeter
3 - Preserve the crime scene
4 - Notify the duty inspector or NCO and contact the NCLRT and emergency services as required.
5- Seek advice from NCLRT and Fire Service about decontamination
6 - Keep staff that entered the site and occupants separate from others until decontaminated
7 - Seek medical advice if you experience adverse effects

A

It relates to clan labs and states that based on the fact that occupants of clan labs were surviving in them, and thus can sustain life, the initial entry has 90s to enter, extract persons and exit the clan lab

What are the initial actions at a clan lab if children/young persons (C/YP) are present?

A
  • Remove C/YP from immediate scene
  • Assign an officer to look after and monitor each C/YP
  • Provide age appropriate explanations to the C/YP about what will happen to them
  • Ambulance/medical assessment
  • OT to attend scene
  • Give PPE OT staff and a decontamination kit for C/YP
  • Place C/YP in blanket or Tyrek suit
  • Decontaminate C/YP
  • Photograph C/YP
  • Record physical/mental conditions of C/YP
  • Consider C/YP clothing as an exhibit
  • Prelim interview
  • Brief and work with OT to remove C/YP

What follow up action should be taken by the O/C for clan labs where child/young person(s) (C/YP) present?

A
  • Give priority to locating C/YP absent from the address at the time of termination
  • Ensure C/YP checked by doctor within 24hrs
  • Ensure during medical examination a urine and hair sample are taken. If OT refuse to allow this consider getting a SW.
    -Refer to legal section when consent is an issue
  • Ensure hair samples/toxicology kits from doctor are forwarded to ESR
  • Forward toxicology results to OT
  • Consult with CPT to get SCI from C/YP

Discuss emergency powers under the Hazardous Substance and New organism Act

A

s103 provide the power of entry to inspect new organisms.

s135-7 provides powers for you to declare a hazardous substance or new organism emergency for up to 48hrs (or until emergency processes enacted e.g. civil emergency or FENZ emergency) and use various powers.

An emergency is an actual or imminent danger to health, safety, the environment or chattels requiring immediate action.

Powers include to enter, remove or destroy property, request help, stop activity etc to help with the emergency
