WHAT IS VESSEL TRAFFIC SERVICE?
It is a service implemented by a competent authority designed to improve safety, efficiency of vessel traffic and protect the environment.
WHAT ARE THE OPERATIONAL OBJECTIVES?
- Minimise incidents such as collisions, groundings and rammings;
- Minimise risks of live, the environment and surroding infrastructure, including the identification of vessels carrying noxious or dangerous cargoes;
- Maximise the efficient use of vessels, waterways and other services;
WHAT IS TSS; SRS; RTIS ?
They are elements of a VTS. TSS(Traffic separation skin), SRS(Ship reporting system), RTIS(Regional Traffic information system);
WHAT IS THE PURPOSE OF A VTS?
Interact with traffic and respond to traffic situations developing within the VTS area.
WHAT ARE THE VTS SERVICES?
Information service, navigational assistance service, traffic organization service and co-operation with allied services and adjacents VTS.
WHICH VTS SERVICE PREVENTS THE DEVELOPMENT OF DANGEROUS SITUATIONS BY PLANNING AND MONITORING?

WHAT IS TSS?
The Traffic separation scheme is a traffic-management rouse-system ruled by the IMO. It is used to regulate the traffic at busy, confined waterways.
WHAT DOES THE TRAFFIC-LANE OR CLEARWAY INDICATE?
It indicates the general direction of the ships in that zone.
TO WHOM THE TRAFFIC SEPARATION SCHEMES ARE APPLIED?
To every vessel. Any vessel is relieved of her obligation under any other rule.
WHAT A VESSEL USING A TRAFFIC SEPARATION SCHEME SHALL DO?
Proceed in the appropriate traffic lane in the general direction of traffic flow for that lane;
So far as practicable keep clear of a traffic separation line or separation zone;
Normally join or leave a traffic lane at the termination of the lane;
Normally join or leave a traffic lane at the termination of the lane, but when joining or leaving from either side shall do so at as small an angle to the general direction of traffic flow as practicable;
IS IT ALLOWED TO CROSS TRAFFIC LANES? HOW TO DO THAT?
A vessel shall avoid crossing traffic lanes but if obliged to do so shall cross on a heading as nearly practicable at right angles to the general direction of traffic flow.
WHEN A VESSEL SHALL USE A INSHORE TRAFFIC ZONE?
Vessels of less than 20 metres in lenght, sailling vessels and vessels engaged in fishing may use the inshore traffic zone, but those shall not impede the passage of any vessel following a traffic lane OR a vessel may use it when en route to or from a port, offshore installation or structure, pilot station or any other place situated within the inshore traffic zone or to avoid immediate danger.
WHEN A VESSEL CAN ENTER A SEPARATING ZONE OR CROSS A SEPARATING LINE?
When she is crossing, joining or leaving a lane, in case of emergency to avoid immediate danger, to engage in fishing within a separation zone.
WHAT A VESSEL SHALL AVOID DOING?
She must not anchor in a traffic separation scheme or in areas near its terminations;
A vessel shall avoid the traffic separation scheme by as wide a margin as is practicable;
WHAT VESSEL IS EXEMPTED FROM COMPLYING WITH THIS RULE?
A vessel restricted in the ability to manoeuvre when engaged in an operation for the maintenance of safety of navigation in a traffic separation scheme;
A vessel engaged in an opeartion for the laying, servicing or picking up of a submarine cable;
WHAT IS A VESSEL?
Every water craft, including non-displacement craft and seaplaness, used or capable of being used as means of transportation on water.
WHAT DOES THE TERM POWER-DRIVEN MEAN?
Any vessel under sail provided that propelling machinery is not being used.
WHAT IS A SAILING VESSEL?
Any vessel propelled by machinery;
WHAT IS SEAPLANE?
Any aircraft designed to manoeuvre on the water.
WHAT DOES THE TERM “VESSEL NOT UNDER COMMAND” MEAN?
It means a vessel which through some exceptional circumstances is unable to manoeuvre as required and is unable to keep out of the way of another vessel;
WHAT DOES THE TERM “VESSEL RESTRICTED IN HER ABILITY TO MANOEUVRE” MEAN?
It means a vessel which from the nature of her work is restricted in her ability to mnoeuvre as required and is unable to keep out of the way of another vessel.
WHAT DOES THE TERM “ VESSEL CONSTRAINED BY HER DRAUGHT” MEAN?
It means a power-driven vessel which, because of her draught in relation to the avaible depth and width of navigable water is restricted in her ability to deviate from the course she is folowing;
WHAT DOES THE WORD “UNDERWAY” MEAN?
It means that a vessel is not at anchor, or mode fast to the shore, or aground.
WHAT IS LENGTH AND BREADTH?
It is the length overall and the greatest breadth
WHEN A VESSEL SHALL DEEM TO BE IN RIGHT OF ANOTHER ?
Only when it can be observed visually from the other.
WHAT DOES THE TERM “RESTRICTED VISIBILITY” MEAN?
It means any condition in which visibility is restricted by fog, mist, falling snow, heavy restrictions, sand storms or any other cause.
