QUALIFICATION AND CERTIFICATION PROGRAM

A

1) The program is governed by OPNAVINST 8020.14
2) Qualifications shall be accomplished through proficiently demonstrating each evolution before certified board.
3) Qualifications can be achieved through formal training or OJT.
4) Members must re-board at their qualification level EACH YEAR.
5) Each member must handle demo once every year to stay in the Qualification/Certification program.
6) Each member must handle demo once a month to keep demolition pay.

RANGE SAFETY

A

1) Use minimum number of personnel when handling explosives.
2) When priming/capping-in, normally on the Range Safety Officer and one team member stay behind.
3) Only two people go down range on misfires, the RSO to investigate and one safety observer.
4) Train with inert materials.
5) Ensure up-to-date logs are kept on all inert explosive items.

RESTRICTED AREAS

A

1) Post warning signs.
2) Post lookouts/road guards or chase boats to prevent unauthorized access to demolition site.
3) Use of a BRAVO flag is required during demolition operations.
4) use fences to prevent unauthorized personnel.

SAFETY WARNINGS

A

EYE PROTECTION MUST BE WORN ON THE RANGE AT ALL TIMES AND MUST BE AMERICAN NATION STANDARDS INSTITUTE (ANSI-Z-87) APPROVED.

PERSONNEL SHALL BE PROVIDED WITH PROTECTION FROM POTENTIAL BLAST OVER PRESSURES, HAZARDOUS FRAGMENTS, AND THERMAL EFFECTS INCLUDING RESPIRATORY AND CIRCULATORY HAZARDS.

PROHIBITED ARTICLES AND ACTIONS IN DEMO AREAS

A

1) Synthetic or static producing apparel (Gortex, Camelbacks)
2) Equipment or jewelry dangling around neck
3) Spark or flame-producing items
4) Heat releases FUMES TOXIC
5) Wash hands before eating/smoking to prevent ingestion of explosives.
6) If explosives are burning, do not stomp out.
7) Use only proper containers when carrying blasting caps.

VEHICLES

1) Use only explosive-certified vehicles to transport demo materials.
2) Ensure appropriate explosive placards are used on vehicles and storage areas.
3) Designate an emergency vehicle.

TRANSPORTATION OF EXPLOSIVES.

A

1) Vehicles and drivers must meet requirements specified in the Motor vehicle Driver and Shipping inspector’s Manual for Ammunition. Explosives and Related Hazardous Materials (NAVSEA SWO20-AF-HBK-010)
2) Current explosive driver’s license valid for TWO YEARS with a valid state drivers license.
3) Explosive driver/handler physical every 5 years.
4) Explosives drivers must be 18 for on base and 21 for off base operations.
5) On-base operations require one explosive driver. Driver must have reliable two-way communications.
