A

a crime committed by a global criminal organised e.g mafia, that operates in more than one country. e.g trafficking, money laundering and more recently, cybercrime.

  1. it crosses borders, so it is unclear whose responsibility is is to police it
  2. they are highly secretive
  3. different countries have different laws
