A

two exceptions for leahy law

A

The Secretary of Defense (after consultation with the Secretary of State) determines that the government of that country has taken all necessary corrective steps.

If U.S. equipment or other assistance is necessary to assist in disaster relief operations or other humanitarian or national security emergencies.

HRV requirements

A

All DoS Security Assistance or DoD conditional train and equip authorities require HRVs such as Title 22 MTTs or JCET.

All SOF Training events that need a SECDEF DEPORD require HRVs such as JCETs and CIDTs.

Engagements not requiring HRVs are those in which tactical and technical training are not conducted and are considered exchange events to include Mil-to-Mil Engagements, Small Unit Exchanges, Staff Visits, Key Leader Engagements, and JCS/GCC Exercises.

Pre-deployment requirements

A

Schedule an SJA briefing prior to deployment. All military personnel assigned and attached to a SFG (A) who are deployed OCONUS, will receive Rules of Engagement (ROE) and Human Rights briefings prior to departure for each deployment.

If available, obtain current Human Rights policy and Rules of Engagement cards prior to deployment.

During the SJA pre-deployment briefing, cover other important issues such as mission specific ROE, Status of Forces Agreement (SOFA) in country of deployment, Geographic Combatant Commander General Order 1A (GO1A), theater specific policies, claims, travel regulations, etc.
