richer families had flushing toilets that further contaminated rivers.
1848 public health act
local authorities set up boards of health in order to build sewers and provide clean water. however the impact was limited because it was not compulsory.
1875 public health act
forced local authorities to take responsibility for sewers and water supply.
1861 louis pasteur
published his germ theory confirming that bacteria and not miasma- spread disease.
