Laws change as the needs and values of society change - they illustrate was is/was important to a society at the time.

What defines a law from a rule or custom?

1. authority: everyday civillians cannot create law.
2. consequences: punishments for breaking the law is serious in nature and is enforced.
3. regulations: legal rules regulate all societal behavior to prevent anarchy.

What makes an effective law?

A good law should contribute positively to society and have the following four features: clear, acceptable, enforceable, applied equally.
