the two main aims of the league
1) maintain peace through 3 methods: disarmament, arbitration and collective security
2) encourage co operation

talking about disputes rather than fighting
collective security
league members would act together to control agressors
the assembly
- assembly met once a year
- every country in the league had one vote
- decisions only made if everyone agreed
the council
- met 4 times a year
- permanent members and temporary members

carried out the work of the league like a civil service

how did the league aim to bring justice?
- the covenant set out moral guidelines
- if they were broken the PCIJ could issue sanctions
- PCIJ = Permanent court of international justice
why didn’t the USA join the league?
- wilson was very ill
- the senate opposed the treaty of versailles and saw the league as related to it.
- isolationism
what was the problem with germany and the USSR not being in the league ?
they were powerful and threatened the league’s strength
(germany couldn’t join until 1926)
britain and france were in charge but
but they weren’t strong enough to do the job properly after the war.
this was also unpopular, it seemed like an extention of the treaty of versailles
the league had no army
- it had to rely on the already weakened armies of its members
- members didn’t want to commit troops
- germany and the USSR had strong armys but were not in the league
progress was slow
everyone had to agree to get something done.
