Why is propagation controversial in relation to the executive?
Means it basically has dictatorial power for a temporary period of time
As parliament isn’t in session and can’t scrutinise the PM
Parliament is sovereign, NOT THE PM
Why is propogation potentially justifiable?
If the PM has a mandate e.g. Bojo wanted to get Brexit done, but bureaucracy was stopping him. By shutting down parliament, he could focus more on this. The Brexit referendum had already happened, giving him the public’s mandate to execute these decisions, but parliament wasn’t letting him.
Who could write a written constitution for the UK?
The PM BUTTTT it would have to pass the Commons and the Lords
