Q

Cons of public bill committees

A

Membership of them is decided by party whips

The Committee has no special advisory staff

For Committees with an odd number, the gov. always has to have a majority, even if it doesn’t in the Commons

Whips dominate proceedings

Gov. MPs are discouraged from intervening as it would delay the bill, which would be a problem if the bill was proposed by the gov.
