- race/racial policies are still important/critical issues
- “black nationalism is solution”

- don’t resort to violence

- starts in reconstruction of the south
- troops in south making sure all is well
- hayes vs tildon
- hayes says he’ll remove troops if elected- wins
- when troops are removed states get to choose voting rights, they make it hard for blacks
- 1960s tries to fix it- civil rights act/ voting right
- gives feds some control of voting
