what is a ballot

A

20 proposals are pulled from the ballot box at the start of the parliamentary year and each is given time on Friday mornings to debate, if the bill is backed a date will be set for formal introduction to the bill. the risk is a run out of time during the year to debate all 20 proposals

what is the 10-minute rule

A

during parliamentary breaks after question time anyone will have 10-minutes to gain support of their proposal if they gain support they will then be given further time to debate. the risk is that it is hard to gain support

A

private bills are usually promoted by organisations and usually only affect specific individuals/organisations (local authorities) and they are often introduced by the government

what is a First Reading

A

the first time all of the HC hears about the idea purely formality to notify members. a brief explanation is given of the title and the main aim of the bill and a date is set for a discussion

what is a Second Reading

A

this is the first major stage where the bill gets explained in detail and its purpose. there is a debate where anyone can ask questions by “catching th speakers eye” and a vote is taken to continue the bill. if no the bill doesn’t continue further

this is where a bill gets considered by a small group of MPS. there are three types of committee and it depends of which type will be used

what is the third reading

A

a read through in full where it is either accepted or rejected by vote. if the committee accepts the bill by majority vote, it will be transferred to the House of Lords

what is the transfer to the other house

A

they go through all the stages other than the report stage and if accepted in the 3rd reading it goes to royal assent.

what is royal assent

A

gives a letter patent confirming assent = Act of Parliament
