A

A

what is the role of the whip?

A

at the start of the week produce the whip - 1 line = vote how you want, 2 line = preferable to attend and vote with party, 3 line = must attend and vote with party
whip convinces people with rewards e.g promotion or punishment e.g being put on unpopular committee

backbenchers will put one forward, 20 dram, first 7 introduced, often ignored and need a certain number of mps to turn up and debate, easily blocked by a single mp shouting oppose - incredibly difficult to pass and make into law

-preceded by a white paper summarising bill
-debate is held at white paper stage, if serious concerns are raised gov may drop bill

A

preparatory stages (white paper or green paper)
first reading (no debate)
second reading (debated and scrutinised)
committe stage (public bill committees scrutinise, most amendments made here)
report stage (public bill committee reports back to house and vote on all proposed amendments)
third reading (final version is presented and debated in the commons followed by a vote)
house of lords stage (if lords suggest amendments must go back to commons - parliamentary pingpong e.g rwanda)
