Rule 11
Application:
- Rules in this section apply to vessels in sight of one another.
Rule 12
Sailing Vessels:
- When two sailing v/l’s are approaching one another, so as to involve risk of collision, one of them shall keep out of the way of the other as follows:
• V/l with the wind on her stbd side has priority.
• V/l which is windward when both vessels have wind on the same side shall keep clear.
• If the v/l with wind on her port side cannot determine the situation of another sailing v/l upwind she shall keep out of the way of the other.
- Windward is deemed to be the side opposite to which the mainsail is carried on.
Rule 13
Overtaking:
- Any v/l overtaking any other shall keep out of the way of the v/l being overtaken.
- A v/l shall be deemed to be overtaking when coming up on n another v/l from 22.5 degrees abaft of her beam.
- Any subsequent alteration of bearing between the two vessels shall not change the situation from overtaking to crossing.
- When the v/l is in any doubt as to whether she is overtaking, assume this is the case and act accordingly.
Rule 14
Head on situation:
- When two v/l’s are on a reciprocal bearing or at night when the mast headings of the opposing v/l are in line, each v/l shall alter her course to stbd so that both pass port to port.
If a v/l is in doubt as to whether it is a head on situation, is shall be assumed it is and act accordingly.
Rule 15
Crossing situation:
- When two vessels are crossing so as to involve the risk of collision, the vessel which has the other on her own stbd side shall keep out of the way and shall, if the circumstances of the case admit, avoid crossing ahead of the other vessel.
Rule 16
Action by Give-way Vessel:
Every vessel which is directed to keep out of the way of another vessel shall, as far as possible, take early and substantial action to keep well clear.
Rule 17
Action by Stand-On vessel:
- One of the two vessels is to keep out the way of another by maintaining her course and speed.
- However, the stand-on vessel may take action when it is apparent that the give way vessel is not taking appropriate action (by manoeuvre only).
- If collision cannot be avoided with the actions of the give way vessel alone, the stand-on vessel shall take such action to best avoid collision.
- A power-driven vessel in a crossing according to this rule, shall not alter course to port for a vessel on her own side if the circumstances of the case admit.
- This rule does not relieve the give way vessel of her obligation to keep out of the way.
Rule 18
Responsibilities Between V/ls:
- A power-driven vessel underway shall keep out the way of: NUC, RAM, engaged in fishing or sailing v/ls.
- A sailing v/l underway shall keep out of the way of: NUC, RAM, and engaged in fishing.
- A v/l engaged in fishing when underway shall, so far as possible, keep out of the way of: NUC, RAM.
- Any vessel other than a NUC or RAM vessel if the circumstances of the case admit, avoid impeding the safe passage of a v/l constrained by draught.
