What happens if a Senator wants to abstain from voting?
Senators are only allowed to vote yes/no
However, if they do not vote, then they are recorded as not voting. This is like abstaining (just not recorded as such)
Who is responsible for the board list?
Presiding Officer
How many people are needed to adopt a floor amendment?
A majority of those voting on the motion
Is it possible for a member to phone in a vote?
No
Can a member phone in for anything?
Yes, they can phone in attendance for a quorum call in the Assembly only. This is so administrative business can be conducted. No voting is allowed and have to be in the State to phone in.
This is done to open the board for administrative stuff such as introducing bills, pushing papers, etc.
How can a legislator get the Presiding Officer to consider a bill?
Motion to make bill the order of the day. (generally the minority leader will get up to table the motion)
How much notice for a supplemental board list?
3 Days Notice (technically)
How can someone acknowledge a high school group informally?
Rise on point of personal privilege
What is the process for rising on a motion of personal privilege?
- Member stands up
- PO asks “why do you rise”
- “I rise on the point of personal privilege”
- There is no motion/voting needed for this and it can only be done in b/w voting on bills - only opportunity
What is the consent list?
Bills that don’t require debate by majority and minority parties
When a member is not present when the motion to place the house under call arises what does the presiding officer record the vote as?
Yes
When the house is under call and member does not vote then what vote is recorded?
No.
There is no abstaining, but the Presiding Officer can choose to not record them as a no vote
Sergeant can go get members not present
What actions expire at the end of the calendar year?
Judicial nominations expire on Dec. 31st if they are not approved by the Senate
