changes made to increase voter participation. referendum- people decide issues on ballot by popular vote (forcing a recently passed law to be on ballot), initiative- allows people to propose legislature through petition, recall- public officials can be removed from office
how did the progressives decrease democracy
taking power from elected officials and putting it in the hands of professionals, centralized decision making and reducing government power made it more distant
