What crippled the Articles of Confederation?
- Trade became very difficult because of the separation
- Impossible for the national government to raise taxes.
- All decisions had to be agreed on by all states
- There was no executive
Why was Shay’s Rebellion important?
Shay’s Rebellion caused the government to request a large amount of money for the military, but only Virginia responded. This showed the weaknesses in the Articles of Confederation.
Northern States Views
- Liked high taxes on imports (tariffs) to protect their manufacturing economy
- Opposing slavery
- Slaves DON’T count as population for representation.
- Slaves DO count as population as taxation.
Southern States Views
- Against the high tariffs because it relied on imports/oversea sales.
- Relying on slavery
- Slaves DO count as part of the population for representation (more votes)
- Slaves DO NOT count as population for taxation.
Small States Views
- Arguing that all states should have equal representation (Equal Representation)
- Believed that taxation should be based on population (Proportional Representation)
Large States Views
- Large states believed that representation depends on the state’s population. (Proportional Representation)
- Believed that taxation should not be based on population. (Equal Taxation)
What was the Virginia Plan?
- Three separate branches
- Proportional Representation (large states get more votes)
- Bicameral legislature (two houses)
- Central government
What was the New Jersey Plan?
- One house
- Equal representation (equal votes)

What was the 3/5 compromise?
- States that slaves are 3/5th of a person,
- Slave states would hold 47% of the vote.
- runaway slaves would have to be returned to their owners.
(btw the international slave trade ends 20 years later in 1807.)
What was the Great Comprimise?
- two houses (upper house: senate, equal representation/lower house: house of reps, proportional representation)
- three branches of government
What is the 1st amendment?
Freedom of religion, speech, press, and peaceful protest.
What is the 2nd amendment?
The right to bear arms
What is the 3rd amendment?
The right to not have soldiers live in your house (quartering) without consent.
What is the 4th amendment?
Your home cannot be searched without permission, and this means things from your home also can’t be taken without permission
What is the 5th amendment?
You can’t be tried for the same crime twice. (If you’ve been proven innocent/guilty you can’t be tried again), and you don’t have to speak when asked to.
What is the 6th amendment?
The right to a free trial
What is the 7th amendment?
you have the right to a jury
What is the 8th amendment?
No one shall be punished in a cruel or unusual way.
What is the 9th amendment?
These are not your only rights, there are more rights that are not listed on this document.
What is the 10th amendment?
If there isn’t a federal law, the states can decide. (ex. gay marriage)
