This reminds his audience what tyranny in England could look like if James becomes like Macbeth. People would’ve expected King James to act like Macbeth after the Gunpowder plot, full of paranoia.

Malcolm says to Macduff

Shakespeare could be telling King James, that although he has the ability to do all these things, he shouldn’t as it would only backfire against him.

Alternatively, he could be warning rebels in the audience of the capability and sheer power of the monarch, if they overthrew James his replacement could be much worse potentially.
