过去十年，海平面升高和森林砍伐的速度都是【前所未有的】：【生态恶化，物种灭绝，臭氧层被破坏】，温室效应，酸雨等一系列环境问题已经【严重影响】到人类的生存环境。
Sea level rose and forest were destroyed [at an unprecedented rate during] the last decade. A series of environmental problems such as the deterioration of ecosystem, the extinction of bio-species, damage to the ozone layer, the green-house effect, acid rain, have posed a series of threat to human living conditions.
环境恶化【造成】的问题之一就是【缺水】。目前全世界40%以上的人口即20多亿人，面临缺水问题。【据预测】，未来25年【全球人口】将由60亿增长到80亿。环境保护面临更大压力。
Environmental crisis [leads to] one of the series problems, namely, water shortage. Presently, more than 40% of the world’s population, more than 2 billion people, now face water shortage. Canada is a country [with well-developed industries and abundant resources, while China [possesses plentiful labor-force and a huge market. We hope to see Canadian enterprises make full use of their technical and financial advantages and [compete well] in the Chinese market.

The Chinese government [is expected to take further measures] to [expand domestic demand] this year to [maintain sustained, rapid and healthy economic growth.] As investment, consumption and exports have been effectively increased [as a result of] the central authorities’ policies; economic growth is now established at 7% or more this year.

[ To tackle the problem of] insufficient consumer demand, China will [further its efforts in] preparing for investment in [fixed assets.] The government will [concentrate its investment on] infrastructure facilities, [technological renovation], environmental protection, research and development, education an the construction of [residential buildings]. Meanwhile, the government will further make use of [fiscal and monetary levers] to support economic growth and provide a better [policy environment] for private investment.

China attaches importance to the development of [long-term,stable and mutually-beneficial cooperative relationships] with the European Union and its members. [Strengthened cooperation and dialogue] between China and Europe serve the interests of] both sides and [help promote] peace, stability and the common development in Asia and Europe.

Although the international situation has undergone great changes, the Chinese side [wishes to make joint efforts] with the European Union to push the relations onto a new level on the basis of [the Five Principles of Peaceful Coexistence.]

China has all along attached great importance to developing its relations with your country and in full support of your positive role in international affairs.
【在这世纪之交之际】，我们应该以长远的战略眼光审视和处理双方关系，【建立面向21世纪的睦邻互信伙伴关系】。这不仅【有利于】我们两国的根本利益，也有利于促进亚洲和【世界】和平与发展的【崇高事业】。
[At the turn of the century], we should approach and handle our bilateral relations from a long-range strategic perspective and [forge a good-neighborly partnership of mutual trust oriented to the 21st century]. This is not only [in conformity with] the fundamental interest of our two nations, but will also facilitate the [lofty cause] of peace and development in Asia and [the world at large].
我们想通过改革在我国确立【有中国特色的社会主义市场经济的体制】。我们为此做了长期的准备工作。中央政府，【各级地方政府】以及【大型国有企业】之间都取得了一致的看法。
What we want to achieve through reform is to establish [a socialist market economy with Chinese characteristics] in our country. We had a long process of preparation for this reform. A [consensus] was built among the central government, [local governments of various levels], and [large state-owned enterprises].
我们高兴地看到，全国以及各行各业的总的情况是稳定的。经济增长【远远超过了预期的目标】。【外国在华直接投资】也达到有史以来的最高水平。对我国经济发展的前景，我持非常乐观的态度。
We are glad that the general situation in the country and all industries has been stable. The economic growth [far exceeds our expectation]. And we’ve seen an unprecedented level of [foreign direct investment] in China. I’m very optimistic about the future of our economic development.
