Accompanied Loads
Advantages
- Driver always with vehicle
- Problems resolved quickly
- Shorter overall transit times
- Increased Security
- Driver can use time on the ferry as break and/or daily rest
Disadvantages
- International O license required
- Higher standing cost if vehicle is of premium quality
- Expense of ferry crossings, especially at peak times
- Higher expenses for staff wages etc
- Permits and Extra insurance cover
Unaccompanied Loads
Advantages
- May not require international O license
- Lower cost as length of vehicle and trailer combination reduced
- No driver cost involved
- May not require premium vehicle
Disadvantages
- Less control over load
- No driver to sort issues
- Theft for the trailer
- More chance of loss or damage
- Operator still responsible for goods even with no control over them
Container Movements (Dimensions and capcities)
Dimensions standardised by the ISO (international standards organisation
8ft wide and 8 ft high with lengths of 20 , 30 or 40 feet.
High cubes available with a height of 9ft 6
Capacity often known in terms of ‘twenty foot equivalent units - TEU’s’
Container Movements (Advantages & Disadvantages)
Advantages
- Flexibility, can carry various goods
- Lower cost due to standardisation
- Speed of travel
- Increased security - can only be opened by buyer , seller or customs
Disadvantages
- Minimal control of goods in the container.
- Can be used in illicit trade of goods, weapons, drugs and people smuggling.
- Risk of theft and loss of container as a whole.
Channel Tunnel
Rail tunnel linking Folkstone, Kent to Coquelles, Pas-de-Calais near Calais in northern France
Alternative to ferry crossings to Europe.
No full customs clearance, only simple transit clearance.
Clearance from UK would need to be obtained at an inland clearance depot before arriving at the tunnel.
Also the option of using conventional rail wagons that can hold upto 60 tonnes of produce.
A UK exported would have to load their wagon which would then be transported by rail using both private and spur track at collection and delivery points.
UK license for the community
Operator must show that they have met basic criteria to carry out operations within the EU
UK license for the community is issued with a standard international O license.
Valid for 5 years, renewable with the O licence unless Curtailed, suspended or Revoked.
If revoked must be returned with all certified copies within 7 days.
Original kept by the operator, whilst certified copies must be kept on the vehicles whilst travelling outside the UK.
Valid if you make international journeys for hire and rewards outside the UK.
Allows an operator to travel between member states.
Restricted O license does not require a UK licence for the community as they are not commercial
Cabotage
Following a laden journey from the uk , up to 2 additional movements in the EU are possible, wither cabotage or cross trade.
A maximum of one cabotage movement within 7 days, the 2nd movement must be a cross trade
A cabotage is moving goods between two points within one EU member state eg, Paris to Lille
Cross trade is moving goods between two EU member states eg, Paris and Brussels. If no cabotage has been made then two cross trade movements can be made.
A laden journey is one when hauliers are moving goods.
For northern Irish operators, provided they follow a laden journey from northern Ireland and are performed within 7 days, both movements may be cabotage movements.
Documents for cabotage.
Driver must have documents showing:
Name address and signature of the sender and haulier
Place and Date of taking over the goods and place designated for delivery.
Name, address and signature of international consignee with the date of delivery
Common description of goods, method of packing, number of packages and special marks or numbers
Gross mass of the goods or their quantity otherwise expressed
Number plates of motor vehicle and trailer.
VAT on cabotage operations
May be liable to pay VAT in the member state in which the journey is made.
You will need to register in that country for VAT
If movements are outside the EU then an ECMT will be needed, if you have an ECMT then you may carry out a third cross trade movement.
Bilateral Permits
Required for hire and reward journeys through and to:
-Belarus
-Georgie
-Kazakhstan
-Morocco - offers multiple journey permits for 15 trips
-The Russian Federation
-Serbia
-Tunisia
-Ukraine
Also required for journeys through turkey when continuing to a third country
Normally only valid for a single journey (Outward and Return)
No quota on bilateral permits, no limit to availability
Generally cabotage operations are not permitted under bilateral permits.
Belarus, Morroco, Russia, Tunisia and Turkey also require own account-operators to obtain a bilateral permit.

Commonly knowns as ECMT permits
Issued by DVSA international road haulage permits office in leeds, requiring 5 days notice.
Authorise travel throughout the 43 ECMT countries
Need ECMT to transport most types of goods or drive an empty vehicle through the EU
Issued on a time basis for Annually for a calendar year and monthly for 30 days from the date of issue
Cannot be transferred to any other operator or haulier
Can only be issued for vehicles authorised on the operators O license.
Relate to the tractor unit
ECMT certificate of compliance must be carried in vehicle and trailer to confirm the vehicle meets the correct euro emissions standard and the trailer meets technical safety requirements
Some ECMT permits cannot be used in certain countries, when this applies the license will carry a red stamp on the first page showing the country code. Austria, Greece, Hungary, Italy and Russia.
Multilateral permit documents
Driver will need to carry
ECMT permit
ECMT permit log book, plus translation sheets
ECMT certificate of compliance for the vehicle and trailer, plus translation sheets
Certificate of Roadworthiness for the vehicle and trailer, plus translation sheets
Driver must show the documents at checkpoints when asked.
If you have an Annual permit you must send the original for each completed page of the log book to DVSA within 15 days of return to the UK
You must send the complete log book to the DVSA within 15 days of the permits expiry date
For first application O license must be sent,
Customs transit systems
procedure allowing for temporary suspension of duties , taxes and formalities
Allows for customs clearance to take place at destination address instead of at the border crossing
Applies to movement of goods within the 27 EU member states.
Common transit Convention (CTC)
EU Customs procedure
Allows non community goods which duty has not been paid to move from one pint in the EU to another.
Also used for movement of goods, to from and between the ‘special territories’ of the EU and between the EU and Andorra or San Marino
Used for movement of goods between the EU and other contracting parties to the CTC, or between common transit countries : Switzerland Norway Iceland Lichtenstein Macedonia Serbia
Status of goods are stablished
T1 - Not in free circulation, duties not paid
T2 - In free circulation - where goods originate in the EU and are imported with all duty paid (CAT and Excise duty may still apply)
All goods exported from the UK will be T1 until all goods have been cleared for import into the EU and Duty or VAT is paid.

NCTS
CTC declarations must be made electronically using the new computerised transport system (NCTS)
European wide system
Traders can submit declaration using:
Own software
NCTS Web, suitable for low volume NCTS users
Private travellers carrying goods in excess of their personal allowance may make a manual declaration on the Single Administrative document (SAD)
