As a chief officer how would you comply with the MLC convention?
Hours of rest management
When a crew member signs on I would issue the seafarer with an hours of rest form and show them how to fill in the form. Instruct to fill in daily and explain the minimum hours of rest
Throughout the month I would monitor the hours of rest and if they go over their hours, ensure they get compensatory rest.
At the end of the month I would check the hours of rest form, instruct the crew member to sign the bottom and obtain a signature from the master, ships stamp.
File the HoR form for 12 months
On joining the vessel I would ensure every crew member is given a copy of the onboard complaints procedure and highlight his right to be able to complain directly to the Master and to the MCA with no ill treatment.
Ideally the complaint will be dealt with at a lower level though
I would ensure every seafarer is aware of the companies DPA designated person ashore.
