1. A member or someone from the general public expresses an interest
   for a standard.
2. If the interest reaches sufficient mass then a working group is formed
   on that topic.
3. A charter for the working group is defined.
4. The working group produces specifications and guidelines in review
   cycles.
5. The advisory committee decides if/when the specifications and
   guidelines can be realeased as official recommendations.
