What is Green Paper
(1 stage)
The initial report to trigger the public discussion.
What is White paper
(2 stage)
Publishes white paper and sets out detailed plans for the legislation. It included a draft version of the bill to put before the parliament.
First Reading
(3 stage)
The government introduces the bill into the commons, formal announcement of bill and followed by a vote.
Second Reading
(4 stage)
The main principles of the bills are considered and debated. if the majority of the MPs vote the bill will be taken to the next stage.
The Committee Stage
(5 stage)
The bill is looked at in detail, this is done by a small committee of MPs from different parties and reporting it back to the house of commons.
The Report Stage
(6 stage)
This gives the MPs the opportunity to look at the committees report and will vote

Final chance for the commons to debate the bills content .

The bill goes to the house of lords, it goes through the same stages as the commons. ping pong back and forth.
What are the interpretation rule?

- The golden rule
- The mischief rule
Royal Assent
(last stage)
Once passed by both houses it is signed by the monarch, this is their agreement to turn the bill into an act of parliament.
What is the literal rule?
Judges should use the everyday meaning of the words in a BUT words can have several meanings.
Case study: Maginnis 1987 case involving illegal drugs different meanings were found for the word supply.
What is the golden rule?
The literal rule can sometimes lead to an absurd result. The golden rule can be applied to avoid this happening.
The mischief rule?
The mischief rule allows the court to enforce what the statute was intended to achieve, rather than what the words actually say.
