A

In 1871 only 630000 out of 27 mil spoke the Italian language whilst 2/3 were illiterate - this meant that Metternich only saw Italy as a geographical expression
Journals such as the biblioteca Italians 1816 were allowed by Austrian rulers because they weren’t openly political but raised consciousness under a common culture and language - though only among educated people
