  2. It is a source of wisdom and info about local conditions, needs, and attitudes and thus improves the effectiveness of decision making
  3. It is an inclusive and pluralistic approach by which fundamental human needs are fulfilled and user values reflected
  4. It is a means of defending the interests of groups and not ignored for the interests of large organizations and bureaucracies
