It is a visual of the new covenant Jesus was inviting His people into. Similarly to how God appeared to Moses to established the covenant on Mt. Sinai

It means everything would be actions based and him perfectly doing the law

The law wasn’t complete and he is the final piece of the puzzle. He brings true meaning to what the puzzle looks like
