Is an Oil tanker of 12 years or more a default HRS?

A

No, age is only one consideration. Ship risk profiles are built on Generic (Type, age, flag, class, company) and Historical (detentions, deficiencies and accidents) data. Therefore age / type alone would not constitute a HRS profile.

Inspection intervals are determined by the time window as per the ship risk profile. Detail the intervals for HRS, SRS & LRS

A

HRS
P2 - between 5-6m after last MoU PSC inspection, may be inspected
P1 - after the 6m, ship must be inspected

SRS
P2 between 10-12m, may be inspected
P1 after 12m, must be inspected

LRS
P2 between 24-36m, may be inspected
P1 after 36m, must be inspected

Detail the inspection types for SRS, LRS.

A

A SRS and LRS go through an intial possible followed by more detailed (if anything found). HRS goes through initial and expanded inspection.

Any bulker, pax, oil/chem/gas tanker >12YO (irrelavant of its risk profile) goes through an initial and expanded inspection.

NB : Priority does not decide the type of inspection, only if the vessel ‘may’ or ‘must’ be inspected.

You are a Master of a LRS, explain what you’d expect during a PSC inspection?

A

I would expect an ‘initial inspection’ This inspection would be based on:
1. Initial impression
2. Markings
3. Safe access
4. Hygiene
5. Master ISM familiarity
6. Certification in order & crew certs
8. General walk around.

Unfortunately a PSC inspector has decided that a more detailed inspection will be required on your ship, however unfortunate, what would you expect as Master.

A

I would expect a more detailed inspeciton. This would include:
- Em Gen
- Em Stops
- Em Lts
- A drill (boat/fire)

Tanker - IG, ehanced survey report
Bulker - WIS
Pax - Decision support system

You’re vessel is due a PSC inspection at the next Paris MoU port. What are your obligations as Master

A

It is my responsibility / legal responsibility to invite PSC for an inspection. I can do this by check my previous report and the date of inspection.

Depending on my ship type/age I would give the following notice:

  • 24 hours if initial inspection only
  • 72 hours to any HRS + bulker, tanker or pax older than 12 YO. Basically anyone who would expect an initial and expanded inspection.

A

Can the MCA carry out a PSC on a UK flagged vessel?

A

Yes. In a case of clear grounds, overriding factor or unexpected factor, MCA can conduct a PSC on a UK flagged vessel.

What is THETIS?

A

The hybrid EU targeting and inspection system. Risk based algorythem,

Remains 25% of ships to be inspected but based on risk profile and not random NIR

A

Consolidated european reporting system. I would submit this to the harbour prior to entry into port. The hbr then upload the data to CERS which updates THETIS.

A

What is the purpose of PSC?

A

To eliminate flag of conveniance / eradicate.

Basically stop these flags creating unsafe vessels, who may, for example, not be regularly checked.

When would you expect an out of turn inspection? I.e. you’re not due an inspection.

A

3 occurances.

1 - Clear grounds (WILL BE INSPECTED) e.g. fucked up ship.

  1. Overriding factor (WILL BE INSPECTED) e.g. accident / pollution / collision.
  2. Unexpected factor (MAY BE INSPECTED) e.g. a whistle blower (pilot perhaps).

A

THETIS calculates risk profile every 24 hours. So daily!

Detail the refusal of access (banning) protocol with the NIR.

A

Paris MOU has widend the banning for multiple detentions from certain ships to all ship types and extended the flag from back listed to include grey listed ones.

Criteria: A black-listed flag will be banned after more then 2 detentions in the last 36 months.

A grey listed ship will be banned after more then 2 detentions in the last 24 months.

The time period for bans are:
- 1st ban 3 months
- 2nd ban - 12 months
- 3rd ban - after 24 months
- 4th ban - permanent banm.

You can also be banned for jumping detention and if you fail to call the agreed ship yard.
