How a bill becomes a law

A
  • Member of Congress proposes an idea
  • Bill gets drafted
  • Try to get support for bill
  • Bill sent to the correct committee
  • If approved by committee; then it goes to the subcommittee
  • subcommittee has hearings from citizens, scientists, lobbyists
  • deliberate on bill and they change language of bill
  • If subcommittee votes positively; Committee can decide to send the bill to whatever floor it was proposed
  • House rules committee must make rules for the bill
  • floor can have debates, add amendments to the bill; they finally vote (electronically)
  • process starts over for other floor
  • if passed and if bills are the same the president gets the bill
