What is meant by a ‘Safe Person’?

A

RICS regulated firms:
1. Safe working environment
2. Safe working equipment
3. Safe systems of work
4. Competent staff

Concept of a ‘Safe Person’ = individuals should assume their own behavioural responsibility for their own, their colleagues and the publics H&S whilst at work.

  1. It explained where there was a risk to me on site.
  2. It informed me who could be at risk from the hazard.
  3. It evaluated the potential of the risk and informed me how I could mitigate against it.
  4. It told me to note down any more risks I could see.
  5. It told me to keep the risk assessment with me to review.

Induction training made me aware of who the first-aid contact was and where the fire assembly points where. However, as I was being escorted, the detail was limited.

What do Shanly do to mitigate fire risk on their new builds?

A

Use non-combustible materials. Also in 2023 we signed up to the government pledge where we are updating the cladding on any buildings over 11 metres.

What are the main fire safety regulations post Grenfell?

A

Following the Hackitt Review post the Grenfell Tower disaster, the Fire Safety Act (2021) was created. The act requires:

  • Regular inspections of lifts to be sent to the fire and rescue services.
  • Evacuation plans are regularly updated.
  • Residents are provided with fire safety instructions.

The Building Safety Act 2022 requires developers to fund unsafe cladding removal on buildings over 18 metres.

A

The current system of building regulations and fire safety is not fit for purpose, and a culture change is required in the construction industry to focus on the delivery of safe buildings.

Aim is to improve the management and co-ordinartion of H&S at all stages of the construction project.

The onos is on the client and not the contractor to ensure CDM arrangements

Includes:
- risk assessment
- welfare facilities
- keeping a site secure
