Q

What was the purpose of the project?

A

As part of my client’s rationalisation of their Canary Wharf footprint, they pursued an early lease of one building and remained in the other. As they constructed the link bridge between the two buildings previously, they had an obligation under the Link Bridge Agreement to demolish it when they exited the lease.

16 week delay - how did you manage communicating this with stakeholders

A

Multiple channels depending on Stakeholder. For CWG, this involved updating our license application, for general employees this was via email and lift lobby screens, for key stakeholders this was via presentation and formal reports.

In hindsight could you have mitigated the financial implications and better due diligence of methodology.

A

Yes, if the noise/vibration impact was understood earlier, swing space could be explored. However, due to the planning, business unit approval, funding approval and time to undertake swing space works, this wasn’t feasible.

Why was original design team not novated?

A

To protect my clients interests in terms of quality, and have them in an review/advisory capacity as an additional layer of quality assurance.

5th option alternate methodologies - were various methodologies considered

A

Slab breaking vs cutting and iof breaking, hoists internal vs external.

Also facade systems explored in terms of disturbance.

What are the benefits drawbacks of a stick vs unitised system?

A

Unitised has a longer period off site, but shorter period on site. This produces less disturbance. Also, a stick system would require a lot of on-site cutting of metsec, which is extremely disruptive. In additional, prefabrication is not constrained by weather during manufacture. A unitised system can also go through rigorous quality assurance processes off site before coming to site.

A

The Construction Phase Plan. Approved by CWG, and internal security and health and safety.

Demo works - was there legislation you had to adhere to?

A

Demolition is dealt with under the Building Act 1984. Six weeks prior notice to the Local Authority. Must also comply with CDM 2015. Specific regulations such as working from height, vibration and noise etc.

A

Many stakeholders both internal and external. Client PM, security, health and safety, employees, neighbors, local authority, CWG, members of the public.

Your options, how were you considering the clients objectives when reviewing possible options? (No go option - highlighted as a no go option to the client)

A

Cancelling wasnt really an option, but I wanted to show my client that I had explored all options before advising on the most appropriate solution. When reviewing the entire spectrum, this is an option even if not the most suitable.

Was there provision for sectional completion? Would it be appropriate to include?

A

This was not possible due to the sequence of the works. The bridge was removed floor by floor and a temporary weather screen installed. Once all the demolition was complete, the entire untised facade was installed together. Due to the speed of the install, it was not a necessary option to have sectional completion.

How long was the programme for the facade?

A

4 weeks for 7 floors. Then two weeks for GF-L1 as it was handset stone (and required scaffold/scaffold strike).

Programme isn’t a contract document under JCT, the CA cant typically control specific activities. As we needed to inform the business leaders of works on their floor, the requirement for a 2-week lookahead and written permission to progress to the next floor was included within the Schedule of Amendments.

What types of float are you aware of?

A

Free float and total float. Under NEC, these are called time risk allowance and terminal float.

Who owns float under JCT and NEC?

A

owned by the project under JCT, unless a delay extends past PC, then either an EOT or LADs would be explored. Under NEC, float is owned by the contractor, as delays assessed relative to the planned completion date not the contractual completion date.

How did you ascertain the requirements for the professional team?

A

Depending on the client’s brief, this will determine the most suitable procurement route. For Aviva, this was traditional, meaning a full consultant time was required. As the concept design was progressed, it then became apparently then a specialist lighting consultant was required, alongside an acoustic consultant for the media room (not originally part of the brief).
