1921- 2 million workers are unemployed and centres of industries such as South Wales and tyneside suffered depression

  • markets had been lost during the war and some countries , india, had developed own industries to meet scarcity
  • more cost effective competitors emerged - Japan USA
    *traditional industries suffered under investment = uncompetitive
    1937: 83,000 tons of steel compared to 210,000 USA

= impact on living standards on area of traditional industry
= disparity between standard of poorest and wealthiest
